Public Transport and Crappy Legislation in Dushanbe
I know I’ve been a little off-topic lately, so I hope to make it up with this post.
I would like to write about public transport and marshrutki. A marshrutka is a mini-bus or mini-van, usually private, that runs a certain route through a city in between cities. The name comes from the Russian word marshrut which means, “route”.
Dushanbe’s antiquated public transport system, in which most people long to get on a bus donated to the country by India or China, because the local buses are so outdated, is horrible. The buses and electric buses (troleybusi) don’t have many routes and serve only the main neighbourhoods. A ride on a bus costs 30 dirams, which is about 10 cents. A ride on a troleybus is 40 dirams, or 12 cents.
This is all made up for by the marshrutki, which are privately owned and operated. They get a permit to run a certain route from the Department of Transport, and then they can set up their mini-bus. The marshrutki are reasonably regulated, in theory, but because the regulators are not paid, of course you can pay a bribe to stuff your mini-bus with twice as many occupants as the laws of physics would normally allow.
A marshrutka (#22) with its driver and the driver of another #22. The all wait in one place and then start their routes according to a rough timetable. They are colleagues and competitors.
But the price of a trip on a marshrutka is 40 dirams, or about 12 cents, the same as on the electric buses. And they run everywhere. So people take them. The reason the price is so low is that these buses are rigged to run on natural gas, instead of petrol. Natural gas is relatively cheap, and there are a lot of dealers.
Keep in mind that many people make only about $1 per day, give or take 50 cents, and that because the routes are not “rationalized”, they must take two buses or marshrutki to get to work, and two to get back. This means that nearly half a daily wage can be spent on transport alone.
Now, the government has decided that this set-up - all that natural gas in the front of the vehicle, and all those passengers - is “too dangerous” (though there have been no deaths yet). Marshrutki that run on natural gas are banned. People are not sure (as it wasn’t in the paper) whether or not the mini-bus owners will have to reconfigure the marshrutki to run on liquid gas or petrol.
If it’s petrol, prices will skyrocket. People earning three or four somoni- about a dollar- per day will no longer be able to afford the luxury of riding in a marshrutka. They will have to walk- no matter how far.
If it’s liquid gas, prices will also go up. But many marshrutki will also go out of business, because they will need to pay for a new liquid-gas operational license, new equipment, and plus the price of the initial investment in liquid gas.
People who think the Soviet Union was bad should consider whether the poor execution was due to the idea of communism, or the assholes running the place. Living here, one often wonders whether the Soviets were the best thing to happen to greater Asia.
By the way- if you’re interested in more news from Central Asia that is not filtered by the west (though it is filtered by the Tajik government through self-censorship), go to Asia Plus. Side note: A million points for whomever can find me where the Finnish guy, who said he’d leave Finland if Lordi won Eurovision, is going to go. I think we need to pressure this guy to keep his promise.

That legislation seems like such a bad idea for the economy. Is someone in government hoping that it will encourage use of public transport? I so doubt the rationale has much to do with safety.
For what it’s worth, I told a crowd of spectators that I would flash my neighborhood if Kerry took Nevada in the 2004 election. I hadn’t counted on that being viewed as a threat rather than an incentive. In any event, I’m sure that Fin is real sorry he ever opened his mouth. He’s gonna be a pop culture refugee…
