Who is an “aid worker”?
You hear a lot about “aid workers” nowadays. People play aid workers in movies, usually looking somewhat more heroic (and sexy) than I feel with my crackers and tea in the office or trying helplessly to negotiate the formation of women’s groups in exchange for a culvert in some village, with my poor Dari. Everyone feels so sorry when an “aid worker” dies in the line of duty, but what about those poor Nepalese men? Were they not doing their own work to help Afghanistan?
In my search for web sites of aid workers, I ran across several sites of bloggers who hoped vaguely to become aid workers, to do something “meaningful”. I also ran across sites that were of people who seemed sort of like aid workers, only I was a little confused. For example, what about the peace activists in Jerusalem who go, by themselves, to help Palestinians negotiate for their basic needs at meetings (presuming they are not supporting political or military actions)? What about missionaries who are clearly doing a damn good job of saving lives, empowering, and alleviating poverty (with prayer with the shaman on the side)?
What about the guy in the aid unit of the embassy, if that’s his only job? If so, what about the aid people with the provincial reconstruction teams, which are branches of the coalition forces here in Afghanistan (many being former NGO workers)?
Therefore, I’m asking all of you to give your opinions: What is an aid worker? Who qualifies, who doesn’t? I found a new pollster, happily, that allows for multiple responses. I’ve made two. The first one is for people who consider themselves aid workers. The second is for people who are not aid workers, but who would like to answer (I want to disaggregate the data).
I realize the list is not exhaustive, but the poll only allowed ten answers. Your theses, definitions, arguments, etc. are welcome in the comments section.

It’s going to take me a moment…I don’t think I’ve ever thought of what the term “Aid worker” meant. I’ve always assumed and “Aid worker” was someone who worked in response to a humanitarian crisis, either with an NGO, Government body, Church etc etc. For me, “Aid” implies an immediacy- bringing food to the starving, tending to those who are in danger of dying… I suppose I always thought “aid worker” and “development worker” (if that’s even a term) were two different things.
Huh. Semantics. Can I still be on your blogroll? Can I still rock the Casbah?

Anyway, i largely agree w/ Anony/Shannon’s comment, and would put myself in the development field, but not aid, especially as most of what we do isn’t a necessity to life.

Anonyshannon is probably right. But I think I’d extent the “aid worker” label to development workers who were either volunteers or worked for non-profits, as long as their work contributes meaningfully to the lives in the area. But I certainly wouldn’t describe any Haliburton workers or any of their ilk as aid workers.

I was intrigued by the idea of defining an aid worker. I admire their courage and/or motivations tremendously. And although I was aware of them, it wasn’t until a woman called Marla died in Iraq that I researched the field a little more thoroughly (the theory of course, so I know nothing real - forgive me if I get it terribly wrong).
I guess the thing that her work impressed upon me was that perhaps it’s not something that needs defining … you give what you can, do what you can … if you are defined by limits and boundaries then whose to say that you wont miss some new and powerful way of aiding others?
Do aid workers need to be attached to an organisation, can they create their own, can they go out alone … what can they do, what can’t they do … I’m curious about all of it and still studying it all actually. Will you be posting the results?

QA- Actually, depending on the contract, I’m including some people. I find it interesting that if an NGO wins a construction contract, its employees are aid workers, but if a construction company were to have won the exact same contract, they don’t count. I guess this is because they are paid more… though it begs the question of why they won the contract.
Shannon- Blogs that Rock the Casbah are not aid worker blogs, so your link will (as always) stay… incidentally your definition of aid worker is more similar to mine. Maybe because neither of us have any romantic notions such as, “most aid workers are not really mercenaries/assholes”.
SSB- You’d be really surprised to find out to what extent the motivations of on-the-ground Halliburton workers are similar to those of “real” aid workers.
Di- Ooh, nice to have a name and not have to call you “woman”. Re: the results: well, they are up here directly at the blog and it seems only five people have answered so far (this is not a high-traffic blog). But if I find something worth posting, I will.

I tend to agree that aid workers are salaried employees of NGOs (and the UN and Red Cross), but that could easily extend to ‘volunteers’, since most of them are actually paid at least a stipend. I’d also agree that an “aid worker” is somebody in relief, rather than development.
I was also interested by the mention of Marla (Ruzicka) above. I wouldn’t have called Marla an aid worker - rather a human rights activist who focused on countries affected by US foreign policy.

Elizabeth, I was intrigued to see that contracts can go to NGO construction companies and to ordinary construction companies. I had imagined ‘aid’ worker as someone who gives aid, and included Marla on account of her work in assisting those people who had previously been identified as ‘collateral damage’ in getting some kind of assistance in rebuilding their lives …
From all I’ve read, defining the work that you do does seem difficult. I’ll keep reading here and see what kind of results you get anyway. Curious I am

I was also curious about the different profits/overheads between private companies and NGOs doing similar work under the same contract vehicle. Granted, the money goes different places. I’ve assumed what happens is that the parent NGO gets more of the dough, whereas for a private sector company, the money goes more to the employees. After all, we don’t have to subsidize other no profit work, or campaigns through contracts. So that still is a fair distinction, for profit vs. non-profit, but i don’t know if that makes that much of a difference. Afterall, the folks working for non-profit companies like IRD or DAI make comparable salaries to folks working for companies like mine. And though I don’t know if it was ever clear, I do work for a for-profit company.

Re: Marla: ditto. Though because I want to have a fat blogroll I do try to be generous. Once I get hundreds of “proper” aid workers maybe I’ll weed the fakes like Q.A. out.

You must be kidding. All the money budgeted for any given project must be spent on that project. You can’t take money and spend it elsewhere. You could try to “share overheads”, but ultimately, you better fill your tiemsheets. They do audit us, you know. Most of NGO costs are staff costs- hence “high overheads”, since usually the disbursement of aid costs a lot- up to 50 - 80% in many cases. Private companies also have shareholders and execs with much larger salaries.
I do think you mentioned you were working for a non-profit- hence my eagerness to keep you up.

Oh, yes. Lately, in Afghanistan, the money can come from the military and go to NGOs, or contractors, or come from sub-contractors and go to the military… lots of lines blurring. NGOs generally try to stay out of military stuff…

Indeed. That’s the problem- Like building a school? US military builds nice schools. Or distributes mosquito nets at subsidized prices, like some contractors? Or gives free medical care, like the missionaries?

I hope I was never misleading or said that I worked for a non-profit. I thought I had, and at least try to be clear that i work for a contractor, private sector. Though the company is small and exclusively does development work, at least that i know about, it still is for profit. I apologize if I was unclear or ever misled. I never said anything explicit since you always had ‘aid’ and ‘development’ workers on the heading for the blogroll.
So I thought that if a non-prof picked up a USAID contract, they would be able to pull the same standard profit percentage that a contractor would. ANd i figured w/ the salary disparities, the extra profit went back to the parent/central office. Whereas I see it as legit to bargain for personally profitable salary w/ my for prof company (instead of just reasonable/adequate) and assume my coworkers do to. Do you know if there are separate structures for non-profits under USAID or the WB(though i don’t think the WB uses non-profs that much???)
We still have audit regs to follow, that is pretty much standard on any contracting relationship. Some overheads are shared, home office, but you cant charge Kabul overheads to Brazil projects.
I think the company i work for is still private, and most of the other ‘development’ companies are fairly small private, i believe, besides the big engineering companies that do this type of work too, such as hali, bechtel, etc…

Q- Sorry, that was late at night. I know that your contracting company is for-profit, but they are working on a development project. Eyes bleary.
Regarding NGO “profits”: Unlike us, your auditors do not check to see that you are not making a profit. It doesn’t matter whether the profit would be used for expansion into other areas, salary rises, or payments to shareholders: all costs billed must go directly to the project. We must prove that 100% of costs go directly to the project, and that no profit (even used for minimum expansion in another emergency area) is made. FOr example, if an NGO were to take savings from a project in Afghanistan and use those to send someone to Iraq to help out, that would be considered a breach of contract.
If we get a good deal on cement, for example, we have to pay back the extra money to the donor, or justify using the savings for the same target group for the same overall goal (e.g. more training sessions for community workers).
The WB does work with non-profits, generally on their community development projects. I worked on several WB projects, found their consultants useless and infuriating, and the bank to be very tight fisted. They just can’t see how it could cost so much to build a society, I guess.
I don’t know about separate structures, but they obviously have separate contracts. And the laws on tax really sort out a lot for them.

Why define it? The term was invented in a simpler time. An investment banker I knew had a fish project that was going to be worth millions to him - and he was only in it for the profit - but it was also going to completely reorganize and revitalize the fishing industry in the country he was working, and mean more exports, more income and more stable incomes for tens of thousands of fish farmers. Nobody would call him an aid worker, least himself - but what about an NGO project manager working on a hare-brained aquaculture project that is sure to fail because nobody who knows about agriculture is involved… which project is aid and which one isn’t? I don’t think it’s the one with pictures of hungry children in the annual report.
True, aid workers are hallowed and holy back home, mostly by people whose only perception of aid is the running faucets in World Vision commercials. Because they are out there working wonders in the darkest corners of the world. So maybe to find out if someone is an aid worker you can just ask them, ‘do people worship you because of the job you do?’
Throw away the term aid worker, because it casts both good and bad people as saints, and leaves a lot of people out. What we are really interested in is not the job that people are doing, but why they are doing it. Don’t ask if someone is an aid worker, ask them why they are there. And if they’re there for the money, but hate the country and hate the people, then wonder about them. And if they care about what they do it, and do it because they are trying to make a difference in people’s lives, and even better and more rare, if they understand the difference between good intentions and good projects, then maybe they are worthy of respect.

Q, having worked for both non-profits and for-profits AND curiously, the for-profit arm of a non-profit… I think there is a vast difference in the way money speaks.
I mean, yes, theoretically speaking, an NGO could do a contract at consulting rates. But that is the very exception rather than the rule. Generally speaking, even INGOs like the one I work for run on the smell of an oily rag. Whilst I was managing a AUD20m project whilst in the for-profit arm of a non-profit, the non-profit mother’s ENTIRE programme budget was about AUD20m. Needless to say, the mother had much more impact than the for-profit daughter… as much of the money went to paying huge consultant fees.

I am kinda taken aback by the varying contract structures. It seems like it would be impossible to do under the same RFP. But i really am speaking from complete ignorance on the subject. I know the 501c companies are audited/watched under tax law (just don’t know how, tax law being a class i’ll never regret not taking). And I do expect the NGO/Non-prof doing contracts at consulting rates to be rare, but VP, w/ your previous employment situation, were the two wings separate, or was the for profit a subsidiary?
And does everyone hate the WB?
And Paul is probably right, surprisingly, another cynical IntDev worker…and to buttress his point, there are some services under our contract that probably would be considered ‘aid’, and we make a profit off of those operations, i expect.
And i’ll never be known as a former aid worker, having not been one, nor forseeing myself becoming one…becoming a new age hippie might be more likely, and we know what the chances of that are…

The for-profit arm was a wholly-owned subsidiary, but a separate legal identity.
Contract structures are totally different. I have to tell you about my experience with this bloody NSP (World Bank funded) budget. It’s just astounding. Basically, we are covering over 30% of the costs.
But yeah, in general, NGOs do everything for donors at cost, or subsidise the cost. But with aid contractors, the consulting fee (as opposed to reimburseable component) would have a margin of about 20-40%, depending on the type of contract and the donor.
I am not sure how USAID works, but with AusAID, there were separate ‘contractor’ contracts, and NGO contracts. You have to be an accredited NGO to get an NGO contract, and the money was easier to get, but of much smaller amounts. Plus you had to match it.
Anyway, if you want, I’m happy to dine over this.

My own experience including two years with the Peace Corps, a year in the field with a large religiously backed INGO, a year with small local NGOs and GOs and now a stint with a USAID funded INGO has left me with a very open ended understanding of the term ‘aid worker’. (Acutally, I don’t often hear development workers define themselves as ‘aid workers’ - I more commonly hear the term used by media to describe us.) I don’t think salary (either high or non existent) makes a difference nor do location or organization. The employees of a Chistian charity, VSO, Halliburton, USAID, and a local NGO all are working to improve the lives of the people in an area (whether they are doing it for the money, the experience, or because they really care). To some that means building schools, for others it might be teaching English, supporting small businesses, raising awareness about HIV/AIDS, or spreading religion. At the end of the day all that really defines an aid worker is intention and a certain commitment.

Oh, well, generally it’s impossible to do anything with those RFPs anyway. USAID RFPs are absolutely insane and usually assume that:
1) small European NGOs want to subsidize the US’s foreign policy, yes, hit me, oh, I like it, hit me harder…
2) if they write the amount of time each form is supposed to take under the “reduction of paperwork act”, it means that they can put twice as many forms…
3) NGOs would not, of course, have their own mandates and staff structures, and therefore would have absolutely no problem adopting every single principle, methodology, structure, and format from USAID itself (since their aid policies have been so successful…)
Oh, I could go on and on, but Q, you’re right: it’s impossible. Usually USAID knows who it wants and just puts out the RFP to pretend to be transparent. But they are really only going to choose their guys in the end.

On your point 1), this will be a lot more fun when USAID is officially a part of the State Depts “transformational diplomacy” mandate, no? At least now, they can superficially claim to be separate from explicit and tactical policy interests.
And point 2), imagine if Al Gore actually was president, more brilliant ideas like the “reduction of paperwork act”…
